Full Tilt Knowingly Allows Multi-Accounting?

I was reading through Bloglines (yeah I still use it, shaddup!) and was reading an article by Pokernews about Full Tilt's biggest winning and losing cash players of 2008.

The paragraph that really jumped out at me was this one:

The top ten biggest losers list is very intriguing indeed, as 5 of the accounts are rumoured to belong to the same person, billionaire Guy Laliberte. Over $17 million has been lost from the accounts named 'lady marmalade', 'patatino', 'elmariachimacho', 'Bleachbum' and 'noataima' and $24.8 million lost the year before it. Laliberte seems to be single handedly fuelling the high stakes games online and in many ways he is a bit of an unsung hero of Full Tilt Poker.

Full Tilt has Site Terms, and it is very clear that multi-accounting is against the rules.

#2 Players are not allowed to create, use, or deposit to more than one account. Players who are found to have multiple accounts or to have allowed multiple users to access their account may face account suspensions or revocations, and forfeiture of their accumulated Full Tilt Points and real money balances.

Yeah, the guy is a hero (because he pays more in rake than most) or a cheater, depending on who you ask.

I ask Full Tilt. Which is he?

ADDED: The obvious question is, would they allow Phil Ivey to have multiple accounts if he was winning as much as this guy was losing?

Of course, I remeber that video, and it just reinforces the question. If the guy was allowed to use all of his accounts at the same time in a high buy-in tournament, would he not be branded a cheater of epic levels?

What is really going on?

There was a PAD episode about a month ago in which someone... Antonius?... acknowledged that he also plays on multiple accounts. Howard Lederer was sitting at the table and looked like he would have preferred to be elsewhere.
